In this original jurisdiction action, the State of South Carolina seeks an equitable apportionment of the Catawba River, which originates in the mountains of North Carolina and flows through the western portion of that state before passing into South Carolina at Lake Wylie. This Interim Report is submitted in connection with motions by the City of Charlotte, North Carolina (“Charlotte”), the Catawba River Water Supply Project (“CRWSP”), and Duke Energy Carolinas, LLC (“Duke Energy” or “Duke”) to intervene in the action, as well as a motion by South Carolina for clarification or reconsideration of the Special Master’s initial order granting the intervention motions.
